CHLOR-ALKALI PROJECT ENGINEER I
I. POSITION OBJECTIVE
The Project Engineer increases productivity by integrating plant assets, personnel, technology, energy, MIS, effective maintenance, instrumentation, production, raw material handling, and material flow processes. The Project Engineer will also assist in daily plant operations by interfacing and coordinating activities with plant personnel. Assist in improvement projects, data review, and operational objectives are all met. Information systems, including CPMS & DCS, PI are providing monthly, daily, and other reports.
All while sustaining a safe and healthful working environment that meets environmental, health, and safety regulations and Company requirements
II. MAJOR AREAS OF ACCOUNTABILITY
Project Management: Project engineering coordinator for improvement and expansion projects. Collect engineering information include specification, engineering data, drawings, operation and maintenance opinion/ suggestion. Communicate and following up project activities with PICs. Project B-4 closure issuing when project 100% completion.
Budget/ Schedule Control: Estimate, coordinate, and issue B-2 project budget per project scope of works for review and approval. Project schedule A-Chart/ B-pert development and following up. Payment invoice review and processing.
Bid Analysis/Construction Administration: Review & clarify bidders’ proposals, then do the evaluations report. Pre-con meeting before the mobilization with unit and operation. Assist with Contractor and/or EC to solve the engineering issue regarding fabrication or field construction. Visit and check in vendor’s shop, witness pressure testing. Perform final work down, punch list and PSSR forms.
PSM: Assist with elements of process safety and projects such as MOCs, PSI updates, and P&ID modifications.
Process Improvement: Utilizes recognized statistical process techniques and other measurement tools to develop, maintain and present required reports detailing the effectiveness of existing processes or supporting the need to introduce new processes. Issue Management of Change through the KMS system. Follow up with any recommendations for abnormalities or incidents. Troubleshoot process abnormalities
and make corrections and recommendations as necessary.
Leadership and Staff Development: Keep up to date on Safety training and SOP training. Keep up to date on Memos, Read and Sign communications. Assist in developing communication memos as necessary. Work with the hourly operators and Shift Supervisors to strive for excellence and professionalism.
Lead and Facilitate the Fulfillment of product Delivery and Commitments: Anticipate needs, work as a problem solver to eliminate blockages, and enhance the consistent delivery of quality products that exceed customer expectations. Manage, solve and/ or recommend a resolution to discrepancies, deviations, abnormalities, customer complaints quality, and non- quality-related issues.
THM: Promote cleanliness and order through implementation of the Total Housekeeping Maintenance Program. Emphasize Nothing Touch the Ground Program and No Visual Pollution Program. Maintain the plants like new condition.
III. QUALIFICATIONS
A. TECHNICAL JOB CRITERIA
1. Previous Related Experience Required
No prior experience is necessary for the current role but 1 ~ 2 years in a petro-chemical or
refinery environment is a plus.
2. Technical Skills Required To Perform This Job
Energy and Material Balance, Mass Transfer Operations, Kinetics and Reactor Design, Fluid Mechanics, Heat Transfer, Thermodynamics. Safety Certification or safety classes a plus but not required.
DCS and programming experience a plus but not required. Self-motivated, curious and eager to learn.
Willingness to take over areas of responsibilities.
3. Education
B.S. Degree in Chemical Engineering, M.S. is a plus.
4. Other Certification/Training Required To Gain Function-Related Technical Knowledge
Will require training in Company Policies and Procedures after hire.
Current employees must meet all technical and safety training requirements for
current position, as specified in the Master Training Plan.
