Human Resources Benefits & Payroll Manager
The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.
POSITION OVERVIEW
Perform a variety of administrative and analytical duties, of considerable difficulty, including but not limited to the management of organization insurance benefit plans, payroll processing, and completion of compliance reports, to ensure smooth daily operations of the HR department.
RESPONSIBILITIES
- Administers various employee benefit programs, including: medical insurance, dental insurance, group term life insurance, short term and long term disability insurance, flexible spending accounts, pre-tax transit benefits and retirement plan. Ensure employee enrollment materials are received and processed according to insurance carrier deadlines.
- Conducts new employee orientations. Counsels employees on plan provisions empowering employees to make informed benefit decisions.
- Act as point person in receiving and resolving employee complaints related to insurance benefits.
- Acts as liaison with various insurance carriers and fosters effective relationships with client representatives.
- Process monthly invoices from insurance providers, reviewing invoices for accuracy. Resolve discrepancies with carriers. Complete reports for Director of HR and senior management, as requested.
- Process COBRA enrollments and subsidies. Track COBRA payments, follow-up on delinquent payments, terminating benefits as necessary.
- Assist Director of HR in obtaining statistics and information required for Executive Director, monthly DOHMH reports, and reports which support the renewal process of insurance policies. Prepare employee census and other necessary reports to aid in the renewal and negotiation process.
- In partnership with the DOHROD, assists with coordinating and hosting open enrollment meetings for employees. Arrange for distribution of materials from carriers, assist with communicating changes to employees and arrange on-site presentations by providers.
- Prepare and maintain semi-monthly employee lists, new hire and termination reports for benefit and payroll purposes.
- Process semi-monthly payroll ensuring compliance with all applicable local, state, and federal wage and hour laws. Verify, balance and correct payroll reports.
- Receive and review payroll information ensuring compliance with FPHNY policies, procedures, and regulations. Process, calculate, and post a variety of payroll actions including wage garnishments, benefits withholding, overtime payments.
- Investigate and resolve problems concerning payroll. Answer inquiries to communicate and enforce payroll policies.
- Assist Fiscal Manager with compiling and preparing payroll tax reports, unemployment tax reports and various other payroll related reports.
- File and prepare personnel records for annual storage and assist with processing and dispersing W-2 forms annually.
- Tracking timesheets on a semi-monthly basis and maintaining time & leave accruals for all FPHNY employees. Assisting employees with any inquiries on their timesheets and leave balances.
- Ability to communicate employee benefits in a clear, concise manner
- Assists with the HR Auditing and complying with all the necessary paperwork.
QUALIFICATIONS
- BA / BS degree in Human Resource Management or related field required.
- Minimum of (5) years progressively responsible experience, or an equivalent combination of education and experience, working in an HR department with specific experience managing benefit plans and processing payroll.
- You must have a minimum of three years processing payroll to be considered for this position.
- Proven knowledge of federal, state and local payroll regulations, policies and procedures. Strong knowledge of FLSA, COBRA, ERISA, FMLA and related state and federal regulations required.
- Proficient in using Microsoft Office Suite including Word, Excel and Outlook. Demonstrated knowledge using sophisticated HRIS databases.
- Experience with Ceridian Dayforce payroll processing systems, or other similar payroll processing software strongly preferred.
- Ability to establish and maintain effective working relationships with internal and external partners.
- Strong written, verbal and interpersonal skills.
- Strong time-management skills. Ability to multi-task, prioritize, meet deadlines and respond positively to occasional changing deadlines.
- FPC or CPP designation highly preferred.
SALARY
Salary range is $85, 000 to $95,000.

35 hours a week, Monday-Friday, 9am-5pm

RESIDENCY REQUIREMENT
