Job Summary
Assists in the administration and enforcement of all County Ordinances, State and Administrative Codes pertaining to Department; provides information and assistance to the public regarding code/ordinance requirements; performs a variety of on-site inspections of proposed building sites and system installations when needed, investigates suspected violations of County Ordinances and State Codes; issues various permits and writes staff reports; Reviews Certified Survey Maps (CSMs) including field investigations. Planning activities as assigned by the Zoning Administrator.
Essential Duties & Responsibilities:
-Responsible for assisting in administering the following County ordinances: Zoning Ordinance, Land Division Ordinance, 911 Uniform Property Numbering System Ordinance, Floodplain Zoning Ordinance, Shoreland Wetland Ordinance, Citation Authority Ordinance, and Non-Metallic Mining Ordinance.
-Reviews applications for land use permits, assist POWTS inspector with private onsite wastewater treatment systems, E911 addresses, conditional uses, variances, and other permits before permit issuance. Conducts necessary on-site property inspections of proposed building sites and system installations to ensure compliance with provisions of County and State requirements.
-Assist the public with questions regarding building permit/setback requirements, wetlands, and floodplain.
-Assists in the review and processing of variances, conditional use permits, zoning amendments, appeal requests and writing of staff reports. Assists in providing information to the Planning, Development & Zoning Committee, Board of Adjustment, town committees, town officials, and State and Federal agencies.
-Serves as an advisor to the Zoning Administrator regarding Committee and Board of Adjustment issues. Attends public hearings as required and assists in the compilation of data for public hearing actions.
-Assists in the preparation of ordinance violation court cases by providing documentation on the structure/land use not meeting the ordinance/code requirements or septic maintenance violations. Issues citations and testifies in court, if necessary.
-Communicates with town zoning committees, plan commissions and property owners to achieve best possible solutions to problems. Attends town committee meetings as necessary.
Assists in the preparation of various reports, statistics, maps, public hearing notices, plans, studies, ordinance revisions, application forms, and attends meetings, workshop and seminars pertinent to the position.
-Assists in maintaining files and records of permit applications, public hearing actions, maps, surveys, year-end reports and other relevant information.
-Assists with special plans, studies, and reports on a variety of projects and advises the Department Head on recommended implementation methods.
-Assists with background studies, reports, analyses and grant applications as required or assigned.
- Completes all other duties as assigned.
Job Requirements:
-Bachelor's Degree in Resource Management, Physical Planning, Regional Planning, Enviornmental Planning, Soils, GIS or closely related field.
-One to two years of experience in land use regulations/planning, code enforcement, POWTS related field, and/or related inspection work.
-Requires a valid Wisconsin driver's license and adequate insurance as required by County Policy.
