Job Title:  Physical Scientist I EAP

Job Summary:
This position will assist in the emergency management requirements of the Bureau of Indian Affairs - Safety of Dams (SOD) Branch. It is preferred that this Individual will have some experience in preparing emergency plans and exercises. Experience in Dam Safety is preferred.  

Duties/Responsibilities:
•    Updating and editing Emergency Action Plans for high-hazard dams. 
•    Developing After-Action Reports following Tabletop or Functional Exercises. 
•    Creates and delivers dam safety related oral presentations to governmental conferences, tribal groups, and other organizations. 
•    Provides technical guidance and assistance to the BIA Regional, Agency and Tribal personnel at A/E led Tabletop or Functional Exercises. 
•    Scenario development for Tabletop or Functional Exercises. 
•    Assisting with the facilitation of Initial Planning Meetings, Tabletop and Functional Exercises. 
•    Works with Bureau of Indian Affairs employees and Managed Business Solutions staff to update, modernize, and maintain a comprehensive Emergency Action Planning Program to reflect the Bureau of Indian Affairs’ emergency management needs. 
•    Support content development for outreach documents (fact sheets, program summary, workshop and conference presentations, branch website)  
•    Reports to and takes lead from Bureau of Indian Affairs Safety of Dams Program employees and Managed Business Solutions staff. 
•    Assists with other Bureau of Indian Affairs dam safety program needs as they arise. 
•    Other duties as assigned 

Required Skills/Abilities: 
•    Must be able to operate a variety of vehicles both rental and federal.
•    Expert in Microsoft software (Word, Excel, Teams, Outlook, SharePoint, PowerPoint)  
•    Demonstrated strengths in organizational, attention-to-detail, reasoning, critical thinking, communication, and creative problem-solving skills. 
•    Preferred familiarity with standards of practice related to dam safety, emergency action planning, Homeland Security Exercise and Evaluation Program. 
•    Strong written, verbal, and interpersonal communications skills including ability to listen attentively and to communicate information clearly and effectively. 
•    Demonstrate skills and interest in Dam Safety 
•    Demonstrate familiarity with the National Incident Management System (NIMS) and the Incident Command System (ICS). 
•    Strong public speaking skills to a variety of audiences. 
•    Maintain good working relationships with BIA staff, contract staff, tribal members, local authorities, and partners. 
•    Demonstrated interpersonal, collaborative, and relationship-building skills; ability to interact positively with teammates at all levels. 
•    Willingness to travel up to 1/month or 12 times per year.  
•    Sensitivity to tribal cultural nuances.

Education and Experience:
•    Minimum: B.S. in public health/safety, natural resources, engineering, or related field.
•    Demonstrated understanding of the physical phenomena governing the respective discipline. 
•    Demonstrated interest in water resource or power generation or distribution systems. 
•    Demonstrated skill in conceiving, planning and problem solving in areas of considerable scope and complexity requiring unconventional or novel approaches and sophisticated techniques is required.

•    While performing the duties of this job, the employee is required to walk, use hands to finger, handle objects, tools, or controls; reach with hands and arms; balance; stoop; bending or crouching; talk or hear. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. 
•    Must be able to lift 60 pounds.
•    Must be able to be on your feet in an outdoor setting 8-10 hours a day in adverse weather conditions and uneven or difficult terrain in a remote environment.
•    Must be able to operate a variety of vehicles both rental and federal.
